Zn 2+ + 2 NH 3 + 2 H 2 O Zn(OH) 2 ↓ + 2 NH 4 +

It is due to the lowering of OH – ion concentration because of common ion effect of NH 4 + to such a value that the K sp of Zn(OH) 2 is not attained.
