The decarboxylation of a tertiary acid in presence of sodalime involves a carbanion intermediate which is highly unstable and less likely to be formed. Hence, the decarboxylation fails. Also, the tertiary carbanion is highly unstable therefore, very less likely to be formed. Thus, both the statements are true.
