Forests produce a lot of woody tissue (trunks, branches), which is not easily digestible by herbivores.

Grasslands, on the other hand, produce mostly soft, leafy tissue that is edible and accessible.

This means a greater proportion of their net primary production is available for grazing animals.

Sunlight and above-ground production matter too, but the key difference is the low woody tissue in grasslands.
