In plants, a special mechanism (Hatch-Slack pathway) concentrates at the RuBisCO site in bundle sheath cells. This suppresses oxygenase activity of RuBisCO, so even if external ratio is low or nearly equal, RuBisCO acts only as carboxylase → producing two molecules of 3-phosphoglycerate (3PGA).
