For fusion reaction to take place, the two nuclei must come close enough, so that the attractive short range nuclear force is able to affect them. Also, they must have suitable energy, enough to overcome the Coulomb repulsive force barrier.

This could only be achieved, if the reaction is taking place at high temperature, which could make the particles of the system to have enough kinetic energy to overcome Coulomb repulsive force between nuclei.
