Auxin hormone is responsible for bending of plant towards sunlight. In the given figure, coleoptile I and II will not bend towards the light. In coleoptile I, a cut is made on the side receiving low light (shaded portion) which will result in low or no auxin accumulation in that portion and therefore no bending. However, in coleoptile II, the apical portion is cut from the coleoptile which will result in no production of auxin and thus will show no any bending towards the light.
