A man must throw his shirt in the opposite direction of the desired direction of motion. By spitting horizontal he will feel an opposite force to the spitting according to Newton's third laws of motion as there is very much less friction so he can move opposite to the spitting and so this way he will able to conserve momentum in an opposite direction.
