Nitro group has electron withdrawing tendency. It can withdraw electrons both by effect and effect. Thus, the acidic strength of monosubstituted nitrophenol is higher than phenol.

Also nitro group present at -and -positions will have strong effect while nitro group present at -position will influence only effect. Hence, acidity of -isomer will be more than meta-isomer.

Increasing order of acidity of mono nitrophenol

Hence, Statement is true but Statement II is false.
